The residential district had now developed into a survivor base with over ten thousand people, and relocating the entire population was no easy task. Naturally, only a portion would be needed as a deposit. The rest would be paid after the Archbishops were dealt with.

As for the method of payment, Xu Zhi would also tell them she had control over the currently unstable “entry/exit point” of Cloud City. The mutated animal delivering the letter would serve as proof. If they agreed to the deal, they were to write a reply and hand it to Zhen. Zhen would then deliver the time and place for the next gate opening, and someone from the Federation would need to follow it in—bringing the cores.

From the chaos back in the Capital, Xu Zhi had already figured out there were high-ranking cultist infiltrators within the Federation.

Now with two more Archbishops, it was unlikely the Federation could keep any secrets. The contents of this letter would definitely be leaked completely.

Now, with her avoiding direct contact and only sending a pet to deliver a message, it looked like she was afraid!

She hadn’t completed her breakthrough yet—that’s why she was being so cautious!

They had to seize the opportunity—go all in for a lethal strike!

After Xu Zhi finished writing the letter, she had the Narrator review it. Once it was confirmed, she sent Zhen off to deliver it to the Federation.

The Narrator commented:

[This plan is way too unrefined.]

Xu Zhi shook her head. “Why bother being so meticulous? Just tell me—will those guys come or not?”

[They will.]

The Narrator gave its judgment.

Even though the Archbishops’ followers had gained rationality, they still carried the traits of [Cup] in their behavior. They wouldn’t be able to restrain themselves.

“Right? As long as it works, it’s fine.”

[What about after they come in? You don’t have any follow-up plans?]

“Nope.” Xu Zhi shook her head honestly.

“If they come in, what more plan do I need?”

“Just kill them!”

Xu Zhi chuckled at that. “Don’t worry, my familiars will all be level 30 by the time they come in. Black Cat is almost level 20. Worst-case scenario, I’ve got the cloak and control of Cloud City. Even if I can’t beat them, I can run. They won’t be able to catch me.”
